Maddy is Chief of Defence Nuclear at the Ministry of Defence (MoD).

In between December 2020 and September 2022, she was Director General of the Vaccine Taskforce (VTF), a joint unit of BEIS and DHSC, responsible for securing COVID-19 vaccines for the UK. She was made Companion of the Order of Bath in 2022 for her work on the response to the COVID-19 pandemic.

Before her appointment as Director General in December 2020, Maddy was the lead negotiator for the VTF. Maddy was also Director General for the Energy Supply Taskforce in BEIS between August and December 2022. Prior to this, Maddy was a Director at UK Government Investments (UKGI) and a non-executive director of UK Export Finance.

Before joining the public sector, Maddy was a Managing Director and Head of UK Mergers and Acquisitions at the investment bank Credit Suisse. She is also a qualified lawyer, having studied law at Trinity College Cambridge and qualifying at Freshfields.

Maddy was an Honorary Senior Visiting Fellow in the Faculty of Finance at Cass Business School between 2013 and 2016. She holds an honorary doctorate from Nottingham Trent University.

Major General Mark Totten is Director SSN capability in the Defence Nuclear Organisation. He is Senior Responsible Owner for SSN-AUKUS and is the 2* lead in MoD for AUKUS Pillar 1. Further, he heads the SSN Directorate, with oversight of the Astute, Combat System, Nuclear Propulsion and enterprise infrastructure programmes.

Formerly Director Navy Staff - the Navy Command Headquarters Chief of Staff- he was directly responsible for the Royal Navy’s portfolio management, and for digital capability, infrastructure and climate change preparedness.

His early career was dominated by regimental duty – on operations in Northern Ireland, Iraq and Afghanistan, and holding key appointments as Chief of Staff at Headquarters 3 Commando Brigade and Commanding Officer of 42 Commando. For his service on operations in Afghanistan he was awarded an MBE; he was later promoted to OBE for his service as a Lieutenant Colonel in 3 Commando Brigade.

His career moved to programme leadership in 2019, on leading the team that developed the Future Commando Force concept. After concept approval at the Integrated Review of 2021, he became the SRO for Commando Forces transformation, leading the generational shift in Commando Forces capability. Concurrent to this position, he was SRO for the Multi Domain Integrated Systems programme, a Defence Game Changer that set the enterprise foundations for MoD to exploit autonomous capabilities. He was awarded a CBE for his leadership of the Commando Force programme.

In 2023, he joined Defence Equipment and Support as the Deputy Director of the Weapons Operating Centre, covering procurement of all non-strategic weapons systems. In this role he led the DE&S effort to construct a pan-Defence munitions procurement strategy.

Major General Totten holds an MA in Defence Studies from King’s College London. He is a winner of the RUSI Trench Gascoigne Essay Prize and a graduate of the Higher Command and Staff Course at the UK Defence Academy. In 2023, he completed the Major Project Leadership Academy at Oxford Saïd Business School.

Keith is the Technical Director and Deputy Chief Executive of the MOD’s Submarine Delivery Agency. The SDA is charged with the delivery of the UK’s submarine capability to the Royal Navy, including the strategic deterrent, across the full life cycle, from concept design through to disposal.
Keith’s career has been dedicated to serving in, and supporting, the Royal Navy’s submarine force. Previously he has served as the Chief Strategic Systems Executive and UK Project Officer for the Polaris Sales Agreement. He was the Naval Base Commander at the Clyde Naval Base, spent 3 years working in Washington DC embedded within the US Naval Reactors programme and was Head of the MOD’s Nuclear Propulsion capability. In his early career he was a Marine Engineering specialist on both diesel- and nuclear-powered submarines. Keith also has the privilege of being the current Head of the Royal Corps of Naval Constructors.

Keith is married to Sue, they have four children, and he has recently fulfilled a lifetime ambition to own a boat.
